MOGADISHU — Somalia’s Parliamentary Finance Committees held an intensive oversight session on Thursday, questioning several cabinet ministers and senior officials over transparency in revenue collection and compliance with the Treasury Single Account (TSA) system.
The joint meeting, attended by leaders from both houses of Parliament, aimed to ensure that all public revenues generated by government ministries and agencies are fully transferred to the General Treasury, as mandated by law. Lawmakers raised concerns about funds retained by certain institutions and sought explanations for delays or incomplete transfers.
Ministers summoned to the hearing included those responsible for Interior, Public Works, and Transport and Civil Aviation, along with senior officials from the Airport Authority and the Meteorological Agency. They were questioned on how revenue from public services is registered, the procedures for collecting service fees, and the mechanisms in place to safeguard transparency in financial operations. Each official provided individual responses to the issues raised.
The session was jointly chaired by MP Abdi Ibrahim Warsame Qowdhan, Chair of the House of the People’s Finance Committee, and Senator Ibrahim Awgaab Osman, Deputy Chair of the Upper House Finance Committee.
In closing, the committees underscored the need for stronger cooperation between executive institutions and Parliament to uphold financial integrity. They reaffirmed that oversight efforts will continue until all government revenues are consistently routed through the official Treasury system without exception.
