Somalia’s Prime Minister Appoints New Ministers in Targeted Cabinet Reshuffle

MOGADISHU, Somalia — Prime Minister Hamza Abdi Barre on Saturday announced a limited cabinet reshuffle, appointing new ministers to lead two key government institutions as part of efforts to accelerate Somalia’s economic growth and infrastructure development.

Under the reshuffle, Jamaal Mohamed Hassan has been named Minister of Commerce and Industry, while Ayuub Ismail Yusuf was appointed Minister of Public Works, Reconstruction, and Housing. The changes were confirmed in a decree read to the media by Government Spokesperson Abdinasir Ahmed Bashir.

The executive order, which takes effect on December 13, 2025, cites Articles 97, 98, and 100 of Somalia’s Provisional Constitution as the legal basis for the appointments. According to officials, the decision followed consultations between Prime Minister Barre and President Hassan Sheikh Mohamud, with discussions centered on strengthening the government’s development priorities.

The Prime Minister directed the newly appointed ministers to immediately assume their duties and begin leading their respective ministries. The reshuffle is intended to inject renewed momentum into government initiatives aimed at boosting trade, revitalizing commerce, and advancing reconstruction and housing projects across the country.

Officials say the targeted changes reflect the administration’s focus on improving economic performance and rebuilding critical public infrastructure as part of Somalia’s broader recovery and state-building efforts.
