Mogadishu, December 18, 2025 — Somalia’s Cabinet on Thursday held its weekly meeting in Mogadishu, placing strong emphasis on preparations for upcoming local council elections, particularly the municipal vote scheduled later this month in the Benadir region.
The meeting, chaired by Prime Minister Hamza Abdi Barre, reviewed a detailed briefing from the Ministry of Interior, Federalism and Reconciliation on the readiness of the electoral process. The report covered security arrangements at polling stations and the number of registered voters expected to participate in the Mogadishu municipal elections. The prime minister praised cabinet members for their public engagement during the election campaign, stressing that close cooperation between the government and citizens is essential for effective and inclusive governance.
Beyond electoral matters, the Council of Ministers approved a series of key laws and regulations aimed at strengthening national institutions. The cabinet endorsed amendments to the Central Bank of Somalia Law to enhance financial oversight, transparency, and the overall stability of economic institutions. It also approved the National Defence Bill, which seeks to modernize the country’s security framework and clarify the responsibilities of Somalia’s defense and security agencies.
The session also focused on social development and legal protections. Ministers debated and passed the Children’s Rights Bill and the Family Affairs Bill, legislation designed to safeguard children’s rights, support families, and establish a comprehensive legal framework. Officials noted that both bills were developed following consultations with religious scholars and were presented by the Attorney General’s Office and the Ministry of Constitutional Affairs.
In addition, the cabinet approved the policy and regulations of the National Education Development Fund (NEDF), a mechanism intended to improve the quality of education and provide sustainable financial support for students across Somalia. The council also passed the Somali Seafarer’s Discharge Book Regulation, aligning maritime employment documentation with international standards.
The meeting underscored the government’s focus on advancing democratic processes, strengthening governance, and investing in social and economic development as Somalia prepares for local elections later this month.
