Somalia’s Cabinet Convenes Emergency Session on Security and Sovereignty

The Council of Ministers of the Federal Government of Somalia held an extraordinary meeting in Mogadishu this week to address the country’s security situation, recent diplomatic developments affecting national sovereignty, and the outcome of local elections in the capital.

The meeting was chaired by President Hassan Sheikh Mohamud and attended by Prime Minister Hamza Abdi Barre, reflecting the high-level importance attached to the discussions. According to official statements, the president briefed ministers on the overall political, security and diplomatic environment, urging unity, consultation and collective responsibility as the government confronts complex national challenges.

President Hassan Sheikh commended the cabinet for its role in facilitating the one-person, one-vote local council elections held in Mogadishu on December 25, 2025, describing the process as a historic milestone that many had previously doubted was achievable. He stressed that effective coordination within government institutions was critical to the success of the vote.

The president also addressed what the government has described as an infringement on Somalia’s sovereignty, noting that diplomatic efforts undertaken by the federal authorities have yielded tangible results and growing international support. He called on ministers to remain united in defending the country’s territorial integrity and national interests.

During the session, the Council of Ministers approved two key memoranda of understanding aimed at strengthening Somalia’s international partnerships. These included a security cooperation agreement with Uganda and a maritime transport cooperation agreement with Saudi Arabia.

The cabinet also endorsed several draft laws and policy measures, including the Evidence Bill, regulations linked to the Public Data Protection Law, legislation establishing the Somali Maritime Institute, ratification of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, and the National Policy on Persons with Disabilities.

In separate briefings, Minister of Petroleum and Minerals Dahir Shire Mohamed updated the cabinet on preparations for oil exploration and production activities, while the National Disaster Management Agency (SODMA) presented an assessment of the ongoing drought situation and the government’s emergency response efforts.

Officials said the extraordinary meeting was part of broader efforts to maintain stability, reinforce government cohesion, and advance governance reforms amid heightened political and diplomatic pressures.
