Algiers, February 10–11, 2026 – Somalia and Algeria have signed a Memorandum of Understanding aimed at strengthening cooperation in the justice sector, with a focus on judicial reform, training, and the exchange of legal expertise.
The agreement was signed in Algiers by Somalia’s Minister of Justice and Constitutional Affairs, H.E. Hassan Moallim Mohamud Sheikh Ali, and Algeria’s Minister of Justice and Keeper of the Seals, Lotfi Boudjemaa. Officials from both countries described the deal as a key step in deepening bilateral relations and enhancing institutional capacity in the justice system.
Under the memorandum, the two nations committed to collaboration on judicial training, modernization of court systems, legal reform, and the development of legal frameworks and court procedures. The agreement also emphasizes promoting judicial independence, strengthening the rule of law, and protecting human rights.
Somalia’s Justice Minister said the pact marks an important milestone in the country’s ongoing efforts to rebuild and modernize its justice institutions. He noted that Somalia intends to benefit from Algeria’s experience in judicial administration, legislation, and professional training to strengthen public confidence in state institutions.
“This memorandum lays the groundwork for broad cooperation that reflects the strong and respectful relations between our two countries,” Minister Lotfi Boudjemaa said. He added that the agreement prioritizes human capacity-building, including training for judges and prosecutors, and highlights the need for justice institutions to adapt to digital transformation and emerging legal challenges.
The cooperation framework also covers prison management, rehabilitation programs for inmates, prosecutorial oversight, and the use of modern technology to improve access to justice.
Both sides indicated that the agreement could pave the way for future binding arrangements on civil, commercial, and criminal judicial cooperation, including extradition, signaling a long-term partnership in the justice sector.
