Somalia Cabinet Endorses Key Laws to Boost Governance and Security

MOGADISHU – The Federal Government of Somalia’s Council of Ministers has approved a series of key draft laws, policies, and international agreements aimed at strengthening state institutions, enhancing cooperation, and advancing national development.

The weekly Cabinet meeting, chaired by Prime Minister Hamza Abdi Barre, endorsed major initiatives including the establishment of a Somali Airports Authority, a national policy to protect civilians during military operations, and draft legislation to combat human trafficking and migrant smuggling.

Ministers also approved regulations governing foreign labor affairs, alongside several international agreements. These include maritime safety conventions, such as the 2005 International Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation, and a protocol addressing civil liability for oil pollution damage. In addition, the Cabinet ratified a memorandum of understanding with Spain focused on political consultations.

A resolution introducing an open and competitive system for public appointments was also passed, aimed at improving transparency and accountability in government institutions.

During the meeting, the Cabinet commended the Somali National Armed Forces for recent progress in operations against militant groups, including the liberation of new areas and efforts to secure key supply routes, particularly the road connecting Mogadishu and Baidoa.

Security and defense officials briefed ministers on ongoing military operations targeting remaining insurgent elements, with further offensives planned to eliminate their presence.

The Cabinet also praised communities in South West State, especially in Baidoa, for their support of national forces, and highlighted the professionalism displayed by troops during recent operations.

Additionally, the federal government called on all parties involved in ongoing conflicts to cease hostilities and resolve disputes through dialogue, urging community leaders, religious scholars, and other stakeholders to play an active role in promoting peace and stability.
